Section 73
Employee Union
(1) Gazetted third grade or below employees working in the secretariat other than the dignitary may form an employee union for their professional interests.
(2) If an employee union existing in the Legislature-Parliament Secretariat at the time of commencement of this Act submits an application along with the list of officers of the Union's Statutes and Working Committee within thirty days of the commencement of this Act, the Secretariat shall grant recognition to it as an employee union.
(3) The work, duties and rights of the employee union formed in accordance with this section shall be as follows:-
(a) Providing creative suggestions and support to the Secretariat to make the Legislature-Parliament service effective and dynamic by protecting and promoting the rights and interests of employees,
(b) To make suggestions to the Secretariat on matters of law relating to the Legislature-Parliament service,
(c) Present the demands related to the professional rights and interests of the employees to the secretariat and maintain mutual dialogue and agreement.
(4) Other provisions related to the election, formation and operation of the employee union shall be as prescribed.
